The PTASP rule, effective July 20, 2019, requires designated public transit organizations to create, certify, and implement an Agency Safety Plan by July 20, 2021. The rule establishes a Safety Management System framework with defined processes, procedures, and performance targets. Its purpose is to build proactive, cooperative safety cultures focused on continuous improvement through ongoing hazard identification, risk management, and monitoring of safety solutions. With an SMS in place, agencies gain clearer insight into operations from a safety perspective, leading to stronger, more reliable transit performance.
