After years of delays and costly penalties, the South Carolina Department of Social Services successfully implemented the federally certified Palmetto Automated Child Support System (PACCS) and a new State Disbursement Unit with Conduent’s support. By transferring Delaware’s system and limiting changes to 35 percent, DSS minimized risk and expedited certification. The rollout converted 47 legacy systems, included phased county implementations, and integrated a Family Court Case Management System. Results included ending federal penalties, creating a single collection point, boosting electronic payments from 0 to 62 percent in one year, and improving services for families statewide.
