Midtown Village Apartments Case Study Dwelling Place of West Michigan took advantage of a unique opportunity to renovate the historic E.E. Fell Junior High School into 30 one- and two- bedroom affordable apartments available to people ages 55 or better. The completed project, known as Midtown Village Apartments, made use of the vacant school that was originally constructed in 1923. Dwelling Place purchased the building from Jubilee Ministries, which had owned the property since 2005. The school remained vacant from 2005 to 2010, as the focus of Jubilee’s redevelopment efforts had been the rehabilitation of the former Holland High School. The renovation of the E.E.
