Water and Sewer Authority DC Water’s Blue Plains Treatment Plant, originally constructed in 1938, sits on a 150-acre site on the Potomac River and serves 4 million people in Washington, DC and suburban Virginia and Maryland. Blue Plains is the largest advanced wastewater treatment facility of its type in the world with a rated annual average capacity of 370 million gallons per day. Volkert led a team of specialty subconsultants and served as the prime engineer for the $84 million replacement and rehabilitation of the east and west grit removal process facilities.
