Background The Centers for Medicare and Medicaid Services (CMS) uses a Five-Star Quality Rating System to measure Medicare Advantage beneficiaries’ experience and care with their health plan and the healthcare system. The rating system consists of 48 measures including HEDIS®, CAHPS, HOS*, Prescription Drug Data and CMS Administrative data and Medicare Advantage plans are eligible for a quality bonus payment if the plan receives an overall score of at least Four-Stars. The Challenge Medicare Advantage plans face unique challenges in working to improve the healthcare services provided and health outcomes achieved for senior beneficiaries, including lack of insight into quality measure performance.
