Arena & Football Stadium Feasibility Study Dover, Delaware As part of Delaware State University’s long-term growth plan, as well as an anticipated move to a more prestigious athletic conference, the university is planning a new 6,000-seat arena and 14,500-seat football stadium (that will be expandable to 30,000 seats for NCAA Division I-A). The arena was expected to host a minor-league hockey franchise, in addition to DSU. The report projected the consolidated demand and operations of the arena and football stadium and provided an economic and fiscal impact analysis of the projects.
