East of England Ambulance Service (‘EEAST’) Ambulance Service: Case Study Performance Challenge RESPONSE TARGET SHORTFALL The Trust had agreed a Remedial Action Plan (RAP) with its Commissioners that targeted achieving the national targets of 75% Red 1 in 8 minutes by the end of the financial year. Components of the RAP were not delivering to plan which resulted in the Trust having to increase its use of Private Ambulance Services (PAS) to provide additional response capacity.
