A culture change programme developed with Hoople
Challenge Faced with a £20 million funding shortfall in the financial year 2014/15 and £40 million over three years, Powys County Council needed to find ways to make substantial savings. The Council’s Resources Directorate had already planned a series of cost-saving changes but had little capacity for any additional cuts without undertaking a fundamental root and branch review.
