APAC countries fall into rising (India, Vietnam, Philippines), advancing (Singapore, China, Japan, Thailand), and mature (Australia, South Korea, Taiwan) HTA systems. Devices differ from drugs with shorter lifecycles, reliance on physician skill, and varied evidence, making one-size-fits-all frameworks unsuitable. The paper recommends transparent, collaborative HTA processes that integrate real-world evidence, patient input, and rapid reviews. Strong multi-stakeholder cooperation is critical to expand equitable access and support innovation across the region.
