The WEF 2023 white paper on Facilitating Global Interoperability of Cyber Regulations in the Electricity Sector highlights the urgent need for harmonized cybersecurity rules as power grids digitalize and interconnect. Fragmented and conflicting regulations strain resources and weaken resilience. The report identifies 10 priority themes—ranging from incident reporting, information sharing, and third-party risk management to adoption of global standards. It calls for shifting focus from compliance to proactive security, embedding consistent risk frameworks, and strengthening supply chain accountability. Achieving global regulatory interoperability will enhance resilience, reduce costs, foster innovation, and enable coordinated responses to cyber threats.
