The Centers for Medicare & Medicaid Services shifted from the old Medicaid Enterprise Certification Toolkit (MECT) to Streamlined Modular Certification (SMC) in 2022 to simplify and modernize certification of MMIS modules. Unlike MECT’s checklist-heavy process, SMC focuses on business outcomes, consistency, accountability, and reducing state administrative burden. It requires outcomes statements, KPIs, security documentation, and operational readiness reviews, enabling CMS to make data-driven funding decisions. Conduent, with a 100 percent success rate in 17 federal certifications, is actively guiding states through this transition, leveraging proven experience with both MECT and SMC.
