U.S. 290 Program Management Houston Client The Texas Department of Transportation Project Overview HNTB served as program management consultant on the massive reconstruction and expansion of U.S. Highway 290 in Houston, a 25-mile design-bid-build project. Strategy When TxDOT and the Harris County Toll Road Authority pooled resources to deliver the project, HNTB assisted in creating the partnership. And, when an unexpected opportunity arose, the firm prepared 100-percent bridge plans in 107 days, mobilizing more than 70 professionals from multiple offices.
