Rural Housing - Enabling Development
Harper Planning Consultants was commissioned by Polo Farm Sports Club to provide planning consultancy services in support of a proposed new housing development on existing playing fields. Funds from the develop- ment would be used to finance expansion of the facilities at the sports club including a new sports hall. Although contrary to policy and rejected as a housing site in the Local Plan review, HPC provided substantial planning evidence to demonstrate that residential development of the site should be permitted as an exception to normal planning policy on the basis of it being beneficial ‘enabling development’.
