THE CHALLENGE The LHWA is a long-term £8m per annum contract between LCC and Tarmac. Requiring an effective partnership relationship between Tarmac and the LCC’s in- house highway service, LHO, the contract is designed to encourage innovation and efficiency savings by sharing resources, best practice, knowledge and developing multi- disciplined integrated teams.
