This was causing problems for the hospital as the drain outlet was on the higher level roof and the water flow was designed to run to that outlet. This led to a huge build up of water in the gutter areas where the higher and lower roofs met, which was putting a great deal of stress on the laps and joints of the single ply waterproof system, and causing major leaks into the rooms below.
