KTDA Report: Kentucky Downs Racing Facility Expansion Study Franklin, Kentucky HSP evaluated an application to the Kentucky Tourism Development Act which proposed an expansion and renovation of the current Kentucky Downs facility in Franklin, KY. The Applicant’s proposed Project elements include additional Historical Horse Racing machines, new food and beverage offerings, a new live entertainment outlet and bar as well as other additional amenities.
