The US$675 million project by the Land Transport Authority of Singapore includes approximately 8.5km of main cut-and-cover underground tunnels, eight interchanges and six ventilation buildings. Construction on the expressway started in the year 2001, and was fully completed in 2008. This project (underground portions) was sub-divided into 4 packages. Namely C421, 422, 423 and 424.
