Prior to the upgrade, the facility was operating at or above capacity for biological oxygen demand (BOD), total suspended solids (TSS), and ammonia nitrogen; additionally, future new phosphorus and mercury limits necessitated upgrades. The existing treatment train included two oxidation ditches and clarifiers.
