Background Cole Easdon Consultants (CEC) were initially appointed by the client to undertake technical studies to support the allocation of a former horticulture nursery site for the provision of 400 new residential dwellings by the Vale of White Horse District Council. CEC then provided its consultancy services to ensure the site was allocated to residential development, provided reports to support a successful planning application and was also appointed to design the full infrastructure package.
