A state Department of Health needed to digitize 81 million records across 189 locations under a tight ARPA funding deadline. Xerox Capture & Content Services deployed onsite and in-state offsite imaging centers, an air-gapped secure network and a continuous custody chain, shown on pages 1–2. An analytics dashboard gave the client real-time visibility. With a dedicated 52-person team, Xerox converted the paper-based system into a digital, automated workflow, improving access, interoperability and long-term records management while creating a repeatable model for other agencies.
