The TNO white paper High-Tech Industry in 2040 outlines how the Dutch sector must evolve to stay globally competitive and impactful. Today employing 784,000 people and contributing €80B to GDP, the industry faces disruption from AI, quantum, and photonics. By 2040, it must generate 50% of revenue from new value chains in health, sustainability, digital technologies, and defense while becoming 100% sustainable and 150% more productive. Eight transformations are needed: net-zero emissions, circular and connected value chains, smart production, resilient supply chains, unique technology positions, strengthened markets, and new ecosystems. Success hinges on coordinated strategy, R&D breakthroughs, talent development, and robust public-private collaboration.
