This report outlines 16 high-level use cases for place-based digital twins that enhance planning, operations, and resilience in connected places. Digital twins simulate real-world systems in real time, supporting sectors like transport, energy, health, and housing. Applications include dynamic grid load balancing, fleet optimization, retail supply chains, and planning for infrastructure and public services. Despite their promise, deployment faces barriers like data availability and cost. A multi-criteria framework is proposed to prioritize impactful, achievable use cases and guide future demonstrators for wide adoption.
