Challenge: This University Affiliated Research Center (UARC) performs engineering research and makes recommendations to the DoD and their contractors. In the past, they left cost estimating to their customers. They recognized that they must now consider cost implications as an important variable in the process of developing their recommendations. Solution: The cost analysis section investigated an option for bringing the estimating function closer to their evaluation of technology alternatives.
