The courthouse was built in the 1970s and suffered from an aging and failing 4-pipe HVAC system that created systemic comfort problems for occupants and major concerns that a failure could leave the facility without heating or cooling. Additionally, many other building systems were in need of upgrades to provide a functional and modern working environment for county staff.
