THE CHALLENGE The Facility Planning Model (FPM) is a computer-based spatial planning model for assessing the provision of community sports. Since the 1990s, the model has been used by Sport England and sportscotland as a key strategic planning tool and is used to help local authorities to plan strategically for the provision of community sports facilities in their areas. In April 2012, ORH became the sole provider to Sport England and sportscotland for ongoing delivery and development of the FPM strategic modelling service. The existing modelling software had been developed over many years, using a variety of programming and presentation techniques.
