Background Hampshire County Council (HCC) along with a house developer were named defendants in a legal case relating to flooding of existing dwellings during a storm in January 2008. Flooding was allegedly caused by a highway culvert and stream diversion works. Cole Easdon Consultants (CEC) were appointed by HCC to investigate the circumstances of the flooding event and provide an expert opinion regarding possible cause(s) of flooding.
