Pittsburgh Allegheny County Thermal, Ever-Green Energy The Pittsburgh Allegheny County Thermal (PACT) system provides steam heating services to 55 buildings in the Golden Triangle of downtown Pittsburgh, PA. The system serves a diverse group of buildings, including residential, hotel, retail, commercial, office buildings, administrative offices, two courthouses, and a detention center. The PACT master plan project was commissioned to help determine the future of the PACT system, which is facing a highly competitive energy market and infrastructure in need of investment to help the system retain and grow its customer base.
