About Santa Margarita Water District The Santa Margarita Water District is the second largest retail water agency in Orange County, California. Formed in 1964 as a landowner district by a group of ranchers who wanted to create a reliable source of water for their cattle, the District serves over 155,000 customers in Mission Viejo, Rancho Santa Margarita and the unincorporated areas of Coto de Caza, Las Flores, Ladera Ranch, and Talega.
