Optimizing Construction Windows to Keep the Trains Rolling With burgeoning ridership, Caltrain is about to electrify its diesel commuter rail network to increase capacity, improve trip times and reduce emissions. The design-build electrification program requires significant mainline track outages in order to maximize contractor efficiency and control capital costs. At the same time, construction outages cannot degrade existing service levels or reliability.
