A cybersecurity assessment of a municipality’s water and electric SCADA networks revealed significant physical and cyber vulnerabilities, including poor network segmentation, unsecured wireless access, legacy authentication protocols, weak passwords, default credentials, and insufficient monitoring. Testing demonstrated the risk of lateral movement between corporate and SCADA networks, exposing critical services to ransomware and operational disruption. Recommendations included improved segmentation, endpoint protection, hardening, real-time monitoring, and stronger password controls to protect essential public infrastructure and reduce public safety risk.
