LIHEAP Data Warehouse The client: The Low Income Home Energy Assistance Program (LIHEAP) is a block grant administered by the US Department of Health and Human Services. The challenge: LIHEAP data had been reported using Excel spreadsheets and only available to grantees, HHS, congress and the public through static reports. New performance management data began to be collected, and HHS required a way for grantees, program staff and the public to access this data, compare reports across years and across grantees and create custom reports that really highlighted not only what the program was doing to assist low income families but also how grantees could improve their program management.
