Harrison County Judicial Complex and Library THE CHALLENGE Harrison County, Mississippi suffered severe destruction from Hurricane Katrina in 2005. Katrina’s storm surge inundated the building with up to 4 feet of water, causing extensive damage that exceeded the 50% repair/replacement ratio, meeting FEMA’s criteria for demolition and replacement.
