All Rights Reserved The Internal Revenue Service (IRS) Enterprise Computing Center (ECC) building at 985 Michigan Avenue was constructed in 1995 as a build-to-suit lease. General Services Administration (GSA) exercised a $1 purchase option at the end of the lease term and assumed ownership in 2015. GSA wanted to renovate the building to extend its useful life, reconfigure the commercial office for the IRS, and consolidate other federal agencies from leased locations in Detroit. These works aim to increase employee occupancy from approximately 800 to 1,900 people.
